Patrick/Lowth/Whiteby/Lowman Commentary

If the liberal use of wine and strong drink is to be indulged to any body, it is to those miserable wretches, and the meaner sort of persons, whom it may be charity to comfort therewith when they are in danger to perish, for want of the necessary supports of life; or are oppressed with grief and sorrow in any other deplorable condition.
